I have a technology degree, Manufacturing systems technology to be exact. Robotics, automation, some CAD experience, Programmable logic controllers. Am I thinking in the right direction?

Any bachelors degree will get you into the military as an officer. But ya, tech degrees are better for the air force.

I am looking at
2. Systems, Controls, and Robotics: Systems, Controls, Manufacturing, Discrete Event Control, Neural and Fuzzy Control, Nonlinear Modern Control, Biomedical Signal Processing and Instrumentation.
I am an electrical engineer. This this degree seem to teach mechanical engineering topics.
I meant does this cover a significant amount of mechanical engineering topics

in robotics both is needed which are mechanical for hydraulics & pneumatics, assembly for robotic plants and repairs also electrical for wiring motors and fixing or changing electrical components. sounds a good course.
